You need to do some link exchange ethically but there is a catch to it, Google does not like it. So, you have to take a different approach to get some quality links.
Try Both Commercial and Non Commercial Links: You should try to diversify your link building campaign. Instead of getting links with the same anchor texts, you need to get links for the contact us page as well. It will make the entire thing looks natural and you might be able to avoid penalty.
